CBSE Adopts New Integrated Payment System (IPS)

The Central Board of Secondary Education is setting the tone for digital governance related to payments in the post-pandemic world by developing a reliable payment mechanism for the management and disbursement of various payments through the Integrated Payment System (IPS).

The newly developed system has replaced the earlier manual & time-consuming system digitally with an efficient system that is devoid of human error.

Before the development and implementation of IPS, various functionaries have to go through a long and time-consuming process due to the manual nature of the payment system made.

Being the national education body, the responsibility of conducting public examinations for schools affiliated to CBSE (Central Board of Secondary Education) and various other competitive examinations like the CTET Exam, recruitment tests, etc.

About 1 million faculty members, including Principals and teachers, render their services for the smooth conduct of such examinations. Similarly, about 10 thousand Principals/educational administrators are also appointed to inspect the schools for affiliation/upgradation.

All the officials involved in the duties related to examination or affiliation will be paid honorarium and TA/DA for their services when they bill manually to the concerned authority. It will take around 6 months for the payment process to be completed first.

This was because the process would go through several manual checks by the authorities. For examination duties, after such scrutiny, CBSE (Central Board of Secondary Education) will distribute the money to the center superintendents, who will further distribute the payment to the various office bearers.

For affiliation duties, CBSE (Central Board of Secondary Education) will pay the Principals/educational administrators after such manual checks. It took several steps & a large number of people joined the payment system.

The introduction of a standard payment system through the Integrated Payment System (IPS) allows for automated calculations that eliminate the need for human intervention.

After submission of the inspection report in case of inspection duties & duty compilation certificate in case of examination duties or such other supporting documents, IPS (Integrated Payment System) allows the transfer of honorarium and TA or DA directly to the bank to the intended recipient. This has been achieved via software integration with bank payment gateways.

The system relies on self-declaration or certification & the ease of doing such transactions has improved significantly. Integrated Payment System also allows for automatic verification checks that not only reduce the time taken to process the payment but also reduce the chances of false transactions & non-genuine disbursements.

The features of the newly developed Integrated Payment System are in line with the principles of Ease of Doing Business (EODB) & Ease of Living (EOL) and have been successfully implemented for Affiliation Inspection Payment, Board, and CTET Exam Fee Payment.
